Below you will find a list of insurance companies, or plans, operating in Saskatchewan that the Superintendent of Insurance does not regulate:

 

 

Crown corporations and government departments/agencies

Companies exempt from The Insurance Act

Group Medical Services (GMS), Medical Services Incorporated (MSI), and Saskatchewan Blue Cross® are not licensed as insurance companies under The Insurance Act and the Superintendent of Insurance has no authority to investigate inquiries or complaints against them.

Both GMS and MSI are exempt from The Act. GMS is governed by The Group Medical Services Act. MSI is governed by The Medical Services Incorporated Act.

If you have a concern related to GMS:

Self-funded disability plans

A self-funded plan, also known as a self-insured plan, is a form of group insurance where regular employer and employee contributions cover the costs of claims. A self-funded plan may hire an insurance company or a third-party administrator to coordinate providers and handle claims and paperwork. In the case of a self-funded plan, the employer, not the insurance company, assumes the financial risk and is financially responsible for paying claims made by insured group members.

The Saskatchewan Government Employees Union (SGEU) and 3sHealth have self-funded plans in which the insurance companies are hired to administer the health benefit plan and settle claims, but do not guarantee payments, because the plan is uninsured.

If your concern pertains to either SGEU or 3sHealth:

  • Review the appeal procedure outlined in the SGEU or 3sHealth plan documents.
  • Consult with a lawyer about any remedies you may have, as well as any time limitations which may affect your claim.
