Registration and Licensing System

Welcome to the “Registration and Licensing System” (“RLS”), a secure electronic environment to make filings and submissions to the Financial and Consumer Affairs Authority (“FCAA”) of Saskatchewan.  RLS provides you with a secure portal to manage your pension plan’s registration with FCAA. RLS provides you with the functionality to administer and manage the following submissions:

• Application for the registration of a pension plan
• Annual information return
• Actuarial information summary and actuarial valuation reports and/or cost certificates
• Amendments, including asset transfer amendments, partial plan merger in or out amendments, and full plan merger in amendments
• Partial plan terminations
• Full plan terminations, including full plan merger out amendments
• Correspondence with FCAA about the above events in a secure environment

Launch RLS (https://fcaa.saskatchewan.ca) to do any of the following:

• File an application for the registration of a pension plan
• File an annual information return
• File actuarial information, including actuarial valuation reports and cost certificates
• File plan amendments
• File plan termination information, including the termination report and supporting amendments and/or resolutions

Correspondence and notification emails from FCAA’s Registration and Licensing System (RLS) is sent from either fcaa-noreply@fcicanada.com or fcaarls@gov.sk.ca. Please ensure that both of these emails addresses are added to your “safe sender list”. If you are expecting an email correspondence or notification from RLS but did not receive it in a reasonable timeframe (i.e., up to 24 hours), please contact us. All licensees and registrants are reminded that it is their obligation to ensure that all required filings are received by FCAA by the deadlines required under the legislation.
