Securities – Notice and Request For Comments - Proposed Amendments to NI 24-101 and Proposed Changes to CP 24-101 and CSA Consultation Paper 24-402

August 18, 2016 - The Canadian Securities Administrators (CSA) are publishing for comment:

  • proposed amendments to National Instrument 24-101 Institutional Trade Matching and Settlement and
  • proposed changes to Companion Policy 24-101 Institutional Trade Matching and Settlement

The proposed amendments are part of the Canadian securities industry’s plans to shorten the standard settlement cycle for trades from three days after a trade (T+3) to two days after a trade (T+2). The transition to T+2 will occur on September 5, 2017, the same date the markets in the United States are planning to move to a T+2 settlement cycle.

Concurrently with this Notice, we are also publishing CSA Consultation Paper 24-402 Policy Considerations for Enhancing Settlement Discipline in a T+2 Settlement Cycle Environment. The consultation paper provides an overview of existing settlement discipline measures in the Canadian equity and debt markets and it raises certain policy considerations for addressing the risk that the transition to a standard T+2 settlement cycle may increase settlement failures in our markets.

 The comment period ends November 16, 2016.
