Securities - General Order 11-915 Designation Order Pursuant to Clause 11.1 (a.1) and an Exemption Pursuant to Section 160 of The Securities Act, 1988

On February 29, 2016 the Financial and Consumer Affairs Authority of Saskatchewan issued General Order 11-915 Designation Order Pursuant to Clause 11.1 (a.1) and an Exemption Pursuant to Section 160 of The Securities Act, 1988 which designates derivatives to be securities for the purposes of National Instrument 31-103 Registration Requirements, Exemptions and Ongoing Registrant Obligations and exempts derivatives trading facilities from the requirement to be recognized as derivative trading facilities under the Act.  This order is temporary pending changes to securities legislation. 

This order was necessitated by the derivatives amendments made to The Securities Act, 1988 on February 10, 2016.

Securities - General Order 91-908 Over-the-Counter Derivatives

February 29, 2016 - Financial and Consumer Affairs Authority of Saskatchewan has issued General Order 91-908 Over-the-Counter Derivatives (General Order 91-908) exempting trades in over-the-counter derivatives by qualified parties from the registration requirement in section 27 of the Act and the disclosure requirement in section 40 of the Act.

Securities – CSA Mutual Fund Fees Research – Frequently Asked Questions (FAQs) and Additional Analysis

February 9, 2016 – In October of 2015, the CSA published the results of a research study on Mutual Fund Fees conducted by Douglas Cumming, Sofia Johan and Yelin Zhang – “A Dissection of Mutual Fund Fees, Flows and Performance”. The authors have received several questions and comments on their work. As a result, the CSA has requested that Professor Cuming publish a list of FAQs so that all stakeholders may benefit from the additional information. The authors have also provided additional analysis and updated to the report that was released.
