Securities - CSA Notice and Request for Comment Proposed Amendments to Multilateral Instrument 25-102 Designated Benchmarks and Benchmark Administrators and Proposed Changes to Companion Policy 25-102 Designated Benchmarks and Benchmark Administrators

May 30, 2024 - The Financial and Consumer Affairs Authority of Saskatchewan is publishing the CSA Notice and Request for Comment Proposed Amendments to Multilateral Instrument 25-102 Designated Benchmarks and Benchmark Administrators and Proposed Changes to Companion Policy 25-102 Designated Benchmarks and Benchmark Administrators. The Proposed Amendments will revise the requirements in MI 25-102 for assurance reports (the Revised Assurance Report Requirements).

The Revised Assurance Report Requirements are intended to address technical issues encountered by accounting firms that were engaged to prepare assurance reports in 2022 for Refinitiv Benchmark Services (UK) Limited as the designated benchmark administrator of Canadian Dollar Offered Rate (CDOR) and the six Canadian banks that are benchmark contributors to CDOR.

May 1, 2024 - The Financial and Consumer Affairs Authority of Saskatchewan is publishing General Order 45-932 Authorizing Co-operatives to use National Instrument 45-110 Start-Up Crowdfunding Registration and Prospectus Exemption (GO 45-932). GO 45-932 permits co-operatives governed, incorporated, continued, or registered pursuant to The Co-operatives Act, 1996, to utilize National Instrument 45-110 Start-Up Crowdfunding Registration and Prospectus Exemptions (NI 45-110) pursuant to s. 160 of The Securities Act, 1988. This general order serves as an interim measure and is intended to remain in effect until NI 45-110 is amended to permit such use.

May 1, 2024 - The Financial and Consumer Affairs Authority of Saskatchewan is publishing the Amendment and Restatement of General Order 45-539 Small Business Financing (Amended GO 45-539). Amended GO 45-539 will now permit shares issued in the capital of co-operatives organized or continued pursuant to The Co-operatives Act, 1996, or The New Generation Co-operatives Act, 1999, to utilize the small business financing framework set out in General Order 45-539, which was originally issued on September 1, 2021.
